Laws, enforcement, and a judiciary that protect the victims, not the perpetrators. Shelters and safehouses. Funding of only the human rights and women's NGOs that are actually attaining results in this area. UN sanctions for violations of all the human rights treaties of which these crimes are in violation. International pressure (economic, political, etc.) and denouncements of the treatment of women in these societies. There are probably other actions that should be taken. . .anyone else?
