I would love to believe, in this hypothetical, that the potential Forbidden Topics at each level would be far too many for any organization to be able to cover the spread of, such that much time would be wasted trying to suss out which of the various topics was the one searched upon, but I also know that any of them would potentially be cause for further restrictions or abuse.

This was definitely an "if it is required, which it should not be, but we know that someone will require it" scenario.
