I'll agree with that last point and set it as a trump card against other arguments that might allow the passing out of fliers. University students are generally of sufficient mental age to be able to make their own decisions and can accept or refuse such handouts.

As for even if it were just in free time, I'd wonder about the parental eraction when a child came home with the flier and asked their parents, "Are we going to hell? Because this girl in my class gave me this and said we were."

You can imagine it too, I'm sure. The caution of the school is admirable.
