Also, women are adults. I hear, "This awesome, knowledgeable, aware 9 year old no longer deserves the protection of laws against (for example) child labor, child marriage, and sexual contact with children."

And because "girl" is a diminutive, and the work that she is doing doesn't deserve the idea of "aww, how cute of her to do this thing she doesn't understand" but the full respect given to a woman fighting the institutions of oppression and directing her resources to the assistance of other women.
So it's definitely the right word choice for me.

Puberty is shifting younger and younger, and girls who are not mentally or emotionally ready for sexual intimacy with anyone, not even kids their own age, are starting to menstruate.
In the US, the age of legal majority is 18, and teenagers who would have been treated as adults with adult responsibilities in other cultures are legally treated as children up until the magic age line. (Which in some cases makes no god damned sense, but.)
Except there is a problem where Black youths (girls and boys) are pushed into adult roles earlier than white peers, especially when interacting with the legal system. Adults who should have known better who abuse girls can get lighter sentencing if they claim that she "seemed older". Boys in trouble with the law get tried as adults, and aren't offered the same protections as other youths.
Under 13-ish, I go with "girl" for these reasons. Because even when a child is aware of what the menstrual cycle is, that does not make them an actual adult. Even when a child is menstruating, that does not make them an adult. Over 13-ish, I would check the actual person's preferences. Some teenagers would prefer to be women. Some prefer to be girls. And 18 and over, she's a woman.

Kids who are getting another sibling via body-birth at any age are going to need to know more about the nitty-gritty of how that baby got in there, anyway, than their peers necessarily will. Kids who are getting the physical changes of puberty are going to need to know about that when or before it happens. They're going to need to know that genital contact can result in pregnancy and they really need to take precautions if they're going to do that, even though they're likely not ready for it, because a) what if they try it anyway, and b) what if someone does that to them without their consent, they should know particularly to tell someone trustworthy soon.
But that still doesn't make them adults in all other respects.
